Julius was a man with such an ego that he still held a grudge against the witch who denied him. He fell head over heels from the moment he saw her and he thought that she would not resist him. It was in the 50s, a time when women didn't have much agency, a time when women like Neela had to stay in line if they wanted to be safe. He thought she would fall for him, or at least, see the benefit of becoming his. He would have protected her, he would have shielded her from the world's bigotry, and more importantly, he would have used her power to become more powerful himself.
Still... She denied him. She denied him and humiliated the werewolf who didn't take it too well. Her death could have soothed his ego, but her survival kept the flame in his heart alive. As a matter of fact, now that he had a clearer mind and was more level-headed, Julius realized that his petty reaction could have cost him victory. He learned about the Hybrid Klaus Mikaelson. He heard about the Originals. He heard about plenty of creatures that were on top of him which had to change. Nëela was still alive and with her, there was still a chance for him to come on top of everyone and everything else. So he had to find her. He had to take her with him, whether she wanted it or not.

Julius comes from ancient Roma. He used to lead armies and was well revered and respected. He once approached Neela in the 1950s. He had noticed she was also a supernatural creature and first tried to woo her. At the time, she was trying to give humans a chance and allowed Julius to get close to her.
However, she quickly realized that he was not a good person and he didn't have the best intentions either. Julius didn't take her rejection well (how could she reject him? HIM?) and acting on impulse, he exposed her supernatural nature to the humans of the town they lived in, forcing them to go after her and try to kill her. He realized she wasn't dead and tried to locate her by following the rogue witches who tail on her
